Installing a Newer Android System on an Older Android Smartphone

When choosing a smartphone to buy, I have noticed that one smartphone released in 2017 has Android 7 system, whereas another released in 2018 has Android 8. However, the 2017 smartphone with Android 7 seems to be more advanced technologically than the smartphone with Android 8, and it has more memory.
If I buy the 2017 smartphone with the Android 7 system, will it then be possible to install a newer version of the system? Or is each smartphone designed only for one specific version of the system?

The software on each device is specific to that model number, even if the devices are the same device(e.g. S6, S7, S8, etc..), the model number is what matters. In other words, a Verizon S7 can only flash software that is built for Verizon S7, it can’t use the stock software from a Sprint or AT&T S7.
If the device has a newer stock firmware with a newer android version available for that specific model number, you can update the software to the new version, if there is not any new stock firmware updates available, you will not be able to update using stock software.
If there are custom ROMs available for your specific number that are a newer android version, you can install TWRP custom recovery then use TWRP to install the custom ROMs.
