I would try it over again a few times.
There appears to be some units that may have corrupted eMMC which is probably responsible for the pause. Sometimes these can get blocked out automatically by the eMMC firmware.

Got a brand new Nexus 7 here, about 2 weeks old. I let it sit charging about a week with no use. Tried to start it, it wouldn’t start. Held power and vol up to reboot it. Long story short, I have the exact same issue as the original poster. It will not unlock. I can get to the screen to unlock it. But when choosing unlock bootloader -> yes, it just hangs forever. I spent hours on this over the weekend with no success, various restore programs. At one point, it did manage to reboot to the Google startup screen with the unlocked padlock. Not sure if that means it’s unlocked. But it then got stuck.
Also, I’ve seen all sorts of error messages referring to e:\ and missing folders.

Factory reset stuck on «erasing»
Nexus 7 2013 32gb 5.0.2 unrooted
I was getting a persistent error, so I told it to do a factory reset. It sat on the «erasing» screen for about 3 hours before I held power down, then did the volume down + power for menu. No matter what option I choose, it goes back to «erasing». I’ve let it go on for long periods of time multiple times. Twice it went to the red triangle screen. Suggestions?
I was able to get to the tablet via USB for commands, and try to reflash Android that way. So far it’s stuck on erasing as well, though it’s only been about 10-15 minutes, so I’ll let it sit a while longer before I mess with it. I’m concerned there is bad sectors in the memory causing it to hang up.
Can you get into Recovery? I’m having the same problem after getting stuck at the Google splash screen. Won’t boot and won’t go into recovery. So cant flash a factory image.

Download the android SDK , latest Java and wugfresh root toolkit from the internet then turn off your nexus completely , turn on the nexus by holding power and volume down at the same time to go into recovery then from there connect it to your PC and use the tools in wugfresh kit to erase all data and factory reset ..

Would that not require an unlocked bootloader? Mine is not unlocked, and refuses to unlock.
*edit* I’m reading their FAQs, and it’s not quite clear yet if I need to unlock the bootloader to use wugfresh, or if wugfresh will unlock the bootloader as part of its process. Still reading.

Damn , I thought that would sort it I’ll do some digging around on the internet and get back to you if I find anything , wait a sec I’ve just thought of something — did you download the android SDK if so then download the software for your nexus from Google factory images and on that website it tells you how to unlock your boot loader by typing in some command prompts so try that if successful then unzip the contents of your downloaded rom and place into android SDK/ platform tools and then click on flash all.bat it will then say waiting for device so restart your tablet but before it starts to boot hold down power and volume down to get it into fastboot mode the PC should then take over the process
If that doesn’t work then quote my post so I get notified and I’ll try something else. Good luck!

Even if you can’t unlock the bootloader via the websites instructions then try what I said anyway and see if it starts to flash your new ROM..

Stuck on «erasing» during factory reset, can’t boot into recovery.

So I decided to do a factory reset, erase all data. During the process, it got stuck on «erasing». Left it overnight, for NINE HOURS, still stuck.
I can boot into fastboot mode, but I CAN’T GO INTO RECOVERY MODE. When I select «recovery mode» (by choosing the option with volume keys and then selecting with power button), it just boots back into the «erasing» dialog.
I’ve installed the driver from Intel, but I can’t get ADB to recognize my device. Does it have to be in recovery mode to recognize the device, or should it recognize in just fastboot mode?
Kind of at a loss here. Honestly, this kind of sounds like the dreaded Nexus 7 brick problem from earlier this year.
P.S. am I using the correct vocabulary here? Fastboot is the menu where you choose the boot method, and recovery mode is where you can choose to restore to factory settings or flash a new image?
EDIT: IT FIXED ITSELF. I just had to let it sit for like 15 hours. It’s ridiculous that it took that long.

I’ve found a solution for this problem
All you need to find is a same device which is normal or BUY a new one ! OR BEG,Borrow, or steal from a friend
Find a asus zenfone 2 from a friend and enable usb debugging
Download intel driver
Just google it
Download Abd driver installer from the link bellow
Just google it
Just enable the usb debugging mode from the phone which you found
Open the adb driver intaller and fetch the abd driver directly from the installer for your asus phone
After that, download the following adb interface
Google it like » Abd interface for asus fastboot»
Then, extract the file , hold shift and right click the folder you will see a option in cmd option
Click that and a cmd window will be opened
Turn off your phone
Hold volume up and power button
After the phone vibrates realease from power button and keep holding volume up button
Boot loader will open and press volume up until you see «continue in fastboot mode»
Keep it the mode and connect your device to pc
It will directly intstall usb driver and adb driver after that
Just go back to your pc and type «fastboot format cache» and the process will continue
You will know when the process is over from the cmd in your pc
After that reboot your phone and you will still see the error
Click power and volume up button and the recovery mode will apear
Just wipe your data and every thing is going to be ALRIGHT
